Capt Bakers communication with your endorsement came to hand this morning.  We were compelled to transact that matter directly through Genl Howards office for want of time.  The quarters are needed.  The cavalry [[?]] the servies of the Bureau and it will receive them.  I could say much more but this will give you some idea of the difficulties under which I have been laboring.
