The collections for this month will not be much over half of those of July so many of our renters are thrown out of employment

The matter however to what all the foregoing is but a preface is the absolute necessity of repairs to most of the buildings upon which we depend for rents.  The Barracks need a new covering of felting throughout which will cost Five hundred dollars according to Capt Church's estimate.  I have been urging this for the last six months and was put off from time to time with promises not fulfilled until the Bureau came into possession and now I must make this representation to you
