this district we could make all necessary repairs besides furnishing some funds to start operations with in other parts of the district where nothing can be realized for a time

My object is to secure to ourselves the rent paying population that will inevitably remain here thereby taking them out of the hands of the extortioners who rent houses to them and securing to the Bureau an income that will render its working both efficient and to the Govt inexpensive 

I have applied for an order from the War Department directing the turning over to us of the Sickles Barracks which are now being vacated by the Medical Department and with some funds wherewith to make the nescessary  changes they can be made a source of considerable revenue and a saving of some expense
