Again on Monday of this week, I sent two men to Fauquier Co., for the purpose of taking a census.  On their arriving at Warrenton, they found in charge of Freedmen's affairs, a Captain Orr, of the 7th N. Y. Vols., who said he had been appointed Supt. of Freedmen for that county by an order from Gen'l Carroll.  This was the first intimation I had had of the presence of a Supt. in that locality.

I am desirous to know if the Asst. Superintendents [[strikethrough]] are [[/strikethrough]] in this District are to report to me.  It is certainly apparent to you that unless I can have the hearty co-operation of officers serving in this District, and that unless Asst.
