Alexandria Va Sept 18th 1865

Dear Sir
To day I forward the official estimates for the approaching quarter. It is due to myself that some explanations should be made in regard to the expenses &c of the last and present month. 

I. The House on Cor Wolf and Washington Sts has been occupied as officer qrs for the Supt,  Asst Supt & physicians of the freedmen for upwards of two years & no rent, paid until recently because of the disloyalty of the owner he refusing to take "the oath" until since the surrender of Lees Army 

II. Up to the occupation of Brig Genl Slough Mil Gov of the city, all matters connected with the freedmen were under his control, & all funds collected for rents paid over to him and all expenses met by his
