III. Among the expenses, [[strikethrough]] were [[/strikethrough]] regularly met in this manner, there was (after my assignment) $75.00 per month to Rev Mr Owens, Asst Supt, $77.00 per month to the hands employed at the Freedmens Cemetery & (after the owner took the oath) $60.00 per month for the House occupied as Head Qrs &c.

IV. Capt Alvord arrived & took charge of the Post organizing it under the Bureau about the time Genl Slough left & by his order the Head Qrs of the Sub Dist (the city) and of the General Dist were removed to the Smith House on the Cor of Wolf and St Asaph from which we were compelled to move in about 3 weeks by orders from Gen Howards Head Qrs, permitting Smith to  occupy his house by his paying rent therefore & with the approbation of the officer through
