Colonel:
I have the honor to transmit herewith Estimate of Funds required in this District.  This includes debts remaining unpaid and expenses for the present month.  I have already made some reduction in the force of laborers, and expect, by the 1st of October, to have detailed men to supply the places of all the laborers excepting those employed at the cemetery.  I have also made application for an officer to take the place of Asst. Supt. Owen.  If you will do me the extreme kindness to "set me on my feet" this time, I will pledge my word to not get in arrears again.
