I send you the accompanying papers, venturing the suggestion that it would be well to represent to Gen'l Terry the absolute necessity of a vigorous exertion of his authority upon the officers in command of our troops at Warrenton, and in Fauquier Co. Hardly a day passes but similar complaints from the Freedmen of Fauquier Co., showing that our officers there act upon the assumption that a black man has no rights which white men are bound to respect.
