Colonel:-
I herewith the Account of Receipts and Expenditures of the Bureau Funds in this District for the month of September last. In this connection I consider an explanation necessary. - Chaplain Ferree obtained a ;eave of absence and went away before he made up his September Reports and I was ordered here to make them out.- I have quite a task.

In the Report enclosed I have signed Nos. 1 & 10. Chaplain Ferree left his vouchers and signed the Abstracts.  Fromm No. 2.- Report of persons and articles hired,- you will see that the September debts remaining unpaid amount to 371.53 which added to the same item for August, $177. makes $548.53;- but of the August debts
