One great trouble exists in the scarcity of officers in this Command. The Comd'g Genl.- Gregg - has not enough for his own purposes without sparing any to me, so I requested that I should for the present go on his staff, and direct by his order until census was taken and organization fully effected. The General has had considerable experience and desires to render every aid to the Bureau so much so that until farther advised by you I preferred acting in consultation and concert with him.  The accumulation of children on the Bureau, springs the question. Shall the present practice of apprenticeship be continued? I have no instructions or orders covering this point. There seems a desire to take children as apprentices. Many of the planters seems also to do all in their power to get rid of their female blacks, children and helpless generally. Am I to understand that I shall rescind Genl Griggs order
