In cosultation with Maj Genl Curtis in regard to my department, he suggests subdistricting &c of which he will write your by Capt Wilder. His suggestions, of course, can only be acted on by yourself, and I do not feel at liberty to say pro or con, beyond this, that I feel able to conduct the affairs of my district as a whole if in each county I have a subordinate who is subject alone to my orders. Competent Sergeants are promised me_ Commissioned officers are more desirable and when thoroughly organized as I hope to be soon with proper books papers system &c I. believe there need be no collision of interests or orders with them as subordinates and the district as a whole. Capt Wilder understands precisely. the nature of affairs here especially the views of Genl Curtis. having
