I have the honor to enclose you two copies of "Daily Virginian," and to call your attention to proceedings of Citizens in Franklin County, and order relative to same from General Curtis. The General desires you to submit these papers to the attention of General Terry. He will, however, forward copies himself to General Terry by mail.

This order of Genl Curtis meets with my approval for there is a desire on the part of the citizens of the district generally to dispose of the negro according to their own ideas of right and wrong.
