I have the honor to enclose order of General Curtis, relative to the destitute Rations. There is little doubt that the general issue of destitute rations in this country is wrong, for at least nine tenths of those applying are cheats and swindlers. Here in Lynchburg and in the District where I have travelled, and had an opportunity of seeing the applicants, I am satisfied that destitute rations should be issued in the same manner that the poor are aided in the North. At another time I will write more fully on this matter.

A Mr. Scott informed me yesterday that he would discharge and eject all his negroes--Sixty in number and all his former slaves - from his plantation as he was too old to bother with them. He preferred to allow his farms to remain idle.

What course shall I pursue with him He lives
