They are not.

As a general thing there is a disposition of distrust upon the part of Freedmen against the  former owner so much so that the command of a U.S. officer is often necessary to induce work and compliance with contracts.

Quest. #8 Do those who do not work &c
There is a large number of Freedmen in the District who would willingly work
provided fair compensation was given them, but there is a large class [[strikethrough]] who are [[/strikethrough]] disposed to idleness and who will not work unless compelled to 
do so by absolute necessity.
The influence of the latter class is very
pernicious
