The restoration of civil law, and establishment of superintendencies to a very great degree, relieves the different assist. Prov. marshals of their past duties, and as the interests, duties & difficulties arising from the present status of the freedmen, are so great and complicated, a much necessarily devolve on the Assistant Superintendents for control & adjustment, the Bureau desires, if the exigencies of the service provide that the Assistant Superintendents should be commissioned officers instead of sergeants as at present.
