Sept 13th, 1865 Colonel, I have the honor to acknowledge the receipt of your letter of the 10th inst, and to state that I have no knowledge of any insurrectionary movement in contemplation by the freedmen, and further do not believe in the existence of any intention on the part of the freedmen to make any movement contrary to law and order. In traveling over my district, and in daily contact with freedmen, I find every indication of desire on their part, to rely on the Bureau for protection. Very respectfully your obedt servt R.S.
