Wishes to know why these transportation orders remain unused & are returned at this late period. -

States, the order for transportation on Richmond will be sent when request is made giving names of freedmen to be transported &c.

Respectfully returned to Col O Brown Asst. Comm.

The requests were retained until the parties should appear to claim them.

The constant hiring out of those receiving support of government or treated for disease causes their disappearance.

The Richmond request however was returned in consequence of promise of Qr M Dept that they would send parties to Richmond on govt boat and save expense.

Twelve only were sent and when notified that no more boats were going the order was returned you.
