As a report of progress I would respectfully state that I have completed the organization of seven (7) counties viz: Roanoke, Withe, Floyd, Craig, Giles, Montgomery, and Pulaski, having as agent in all cases Sergts & Privates of the 11th Conn. Vols. in the counties. There being no troops from which I can gather assistants in the lower counties I am waiting for the military Sub District embracing the remainder of my counties to be organized before I can proceed further. I shall have the census of the seven (7) counties mentioned above completed by the end of the present month. Generally the Negroes are well off, much better than in the Eastern portion of the State. There are no Schools of consequence. I am much bothered to find abandoned lands or buildings subject to confiscation. 

I would respectfully ask moreover that I be empowered to grant transportation on the different Rail Roads in this Department as it is frequently necessary to
