more or less since the close of the war there seems to be a growing tendency to give Employees the benefit of such schools as can be most profitably introduced.

6th Freedmen are renting land fairly in many instances.

7th The general effect of the conduct of Employers, Former Masters is to create distrust rather than inspire confidence though there are many fair exceptions-

8th Very few Negroes are unwilling to work.  Some cases of punishment by compulsory labor under guard have been reported by the different agents of this Dist. Fair wages as a general thing are voluntarily offered by Employers.
