Colonel;-
I have the honor to ask for several sets of copies of Rules and Orders &c governing this Department. We have several Asst. Supts to supply, and having used up mine, mostly, I am unable to do it. 
Of Books and Stationery, we have none, neither has Capt. Flagg. He says he sent a requisition to you for approval some time ago, and if received soon he can supply us, but we are subjected to great inconvenience.
