Col. I have the honor to acknowledge receipt of Blank Reports with instructions.

Unless Capt. Flagg brings up his reports to Sept. 1st. it must be some time before they can be made ready. He is absent for two or three days and has not got ready to turn over to me anything, office books, papers, or property. If consistent I think he had better make up monthly report for May to Sept. 1st. Capt. Coffin informs me he cannot make up his reports at present. As I have stated elsewhere three Asst. Supts are sick and one is withdrawn. So that it will be impossible to make reports promptly.
