Bureau. At least until a different class of officers can be selected. The cost to the government of a civilian will be, all expenses taken into the account, at least one hundred dollars a month. Less than an officer besides the loss [[strike through]] of [[/strike through]] by frequent changes which I am prepared to report & show will be one hundred thousand dollars in this and Warwick Cos. loss to the govt the last eight months.

We have three or four civilians appointed by Capt. Flagg. Three officers asst. Supt. of counties are sick. one has just died. and one to be withdrawn by Capt. Flagg. and he assured that I. must supply substitutes and therefore I had engaged two others, besides Lt. Wilson who I hope to keep if possible. with these and what Gen. Miles can furnish we can go on well I think.
