Let him have authority to dispose of all Lumber and procure supplies at Market rates, and transmit Monthly (and if necessary sworn statements as vouchers) Account Current of all such Lumber disposed of and material purchased- turning over surplus funds (after paying hire and cost of material expended) to the properly authorized receiving Officer.- With such reports made regularly- if any mill did not pay, the reason could soon be ascertained, and if not easily rectified, the property could be disposed of and the loss cease.

With the funds accruing from sales of Lumber- payments might be made regularly Monthly and thereby a good and reliable class of Employees secured

Supplies could be purchased to suit the requirements of the mills and could be procured at probably lower rates than through the Q.M. Dept.

By the adoption of some system of this nature, it is believed that a handsome revenue would accrue to the Bureau from this source if properly managed- It would take some little time to organize the work properly and there might be some little deviation from the figures of the Estimate. 

Quite a revenue might also be derived from sales of wood cut from the remaining parts of trees unfit for Lumber- I would further recommend that Timber be cut only on "Confiscated Lands" that such lands be entirely turned over to the Bureau, and that when the timber is cut off, the lands be sold to Freedmen for permanent homes.
