Articles of Agreement made and entered into this thirty first day of July A.D. 1865, by and between Captain A. L. Flagg, A.Q.M and Superintendent of first district of Virginia, for and in behalf of the Bureau of Refugees, Freedmen and Abandoned Lands, party of the first part, and William H. Hunt of the City of Baltimore, Maryland, party of the second part.

Witnesseth that the said party of the first part for and in consideration of the benefits accruing from this contract doth hereby lease and let unto the said party of the second part, his heirs or assigns certain Steam Mills, with all their Tools, fixtures and appurtenances complete also agreeing to put and keep them in good order during the period of one (1) year from the date hereof, and to render all the facilities to the said party of the second part, to forward the business herein agreed upon which shall not be inconsistent with the regulations of said Bureau.

Said Mills being now situated in the State of Virginia
