Colonel:-
I have the honor to enclose herewith a report from Lieut. Wm L. Robinson, A.A.Q.M and Asst. Supt. R.F. & A.L. Newport News Warwick Co. Va., also a copy of Mr. Hunts contract.

All the mills in this District are in that county. Lieut. Robinson has them in charge, I understand, by direction of Capt. Flagg, under Mr. Hunt. Two or three other experienced and reliable men, one Chief Clerk to Lieut. Robinson and Mr. J. Evans who was in charge of the Government Mill on Warwick River endorse substantially the enclosed report.
