I have the honor to report but little progress. I got no detailed Officers, & nothing turned over, but to day an empty office, hence no data & no material. Finding this state of things I requested Capt. Flagg to report to you on all matters up to Sept. 1/65. I do not think he has got more than one or two, if any from all his Assistants. You are aware that several are disabled, Sick, or absent, or withdrawn, and I called on Gen. Miles this morning & his Adj't Gen. informed me that he thought it would be impossible to furnish the officers as pv. order. Consequently in accordance with your directions Sept. 4th I am filling
