Colonel, 
I have the honor to state, that so far as my knowledge extends, there is not the slightest ground for suspicion of an insurrection among the Freedmen of this District. 
The Freedman is to the returning rebels what the influence of Napoleon the First, was said to be to the nations of Europe, "that of the coat and hat of Napoleon were placed on a stick on the hights of Bordeaux, all people would fly to arms."
These rumors of insurrection arise from one of two causes:- either from a desire to prejudice the governmental authorities against the Freedmen, and subject them to oppressive laws, or the fear arising from a guilty conscience, lest those who have been so barbarically
