I have the honor to forward, for your approval, the following Reports, to wit -:

Report of Persons &c.  Form No. 2.
Report of Deceased and Discharged men &c.  Form No. 8, for the month of August.

The "Time Report" of the Asst. Supt. was placed in the hands of Capt. A.S. Flagg, A.Q.M. with the request he would report them, and regularly transfer them to me on Form 53.  I supposed this had been done up to the 22d. inst. when I called upon Capt. Flagg for the transfer Report, and to my surprise the "Time Report of the Asst. Supt. was returned to me, with the declination of Capt. Flagg, to report the men, or transfer them to me, alleging as a reason, "the men had been paid up to the middle of the month, and were not on his Rolls, and had not been transferred to him by the Asst. Supt."  This
