OFFICE SUPERINTENDENT OF REFUGEES, &C.,
DISTRICT NO. 9, STATE OF VIRGINIA,
FORT MONROE, VA., September 29 1865.

Col. O. Brown.
Asst. Comr. Freedmen's Bureau, State of Virginia,
Richmond, Va.

Colonel.
I have the honor to acknowledge the receipt of the following Circulars, War Dept. Bureau of Refugees &c. from your Office this day. to wit-: No's. 1.2.3.4.5.6.6.7.9.10.11.12.16.17.

In regard to the endorsement upon my communication of the 20th inst. namely-; "There is a great demand for laborers on the Peninsula. These men must be set to work for their former masters." I would be thankful for the names of any parties who have applied for help, as no applications of that character have been made at this Office or to my Asst. Supt's. to my knowledge but, on the contrary, applications are of almost daily occurrence to remove the Freedmen from the lands of these men, or lands, of which they soon expect to obtain possession; or, is it to be understood that we are to force these former [[strikethrough]] those [[/strikethrough]] masters to hire their former servants.

Very respectfully your obedient
Servant
C.B. Wilder
Capt and A.Q.M. and Supt. Dist. No. 9.
