I enclose
herewith a letter from Capt Wilder
in regard to his "estimates" [strikethrough] & [strikethrough] with other papers

It seems from this that we shall have to look to other services for money to pay these men. 

I think an appeal to Navy General Terry to have them paid from the "civil fund" at his disposal: would be successful. 

Under advice from you I will make the application.
