I have the honor to return for further information estimates of Capt. C.B Wilder for funds to cover outstanding debts against "Department Negro Affairs" forwarded by you on the fourth inst. for the approval of the Major General Commissioner.

Please return these papers with specific report as to the character of duty performed by the men to whom this sum $3,218.58 is now due for wages, whether in loading ships, or in performing such work as should be paid for out of the funds of the Quarter-Master Department, or whether this expense is duly chargeable to this Bureau.
