I have the honor to forward to your Office, an Estimate for funds to cover "outstanding debts" against the Dept. Negro Affairs, amounting to $3218.58.

Most of the claimants were discharged in Feb. last and certificates of indebtedness given (Form 22). I turned over to my successor, funds, more than sufficient to cover this amount. Lt. O'Burne turned over to his successor, Capt. Flagg, this money which should have paid to these employes of the Gov't, who have been caused a great deal of unnecessary suffering, by this delay, while the families of some of them have come upon the
