Asst Quartermaster,
Fort Monroe, Virginia,
Captain:

Your letter of the 23rd instant in reference to the arrears alleged to be due certain men formerly employed under your direction, has been received.

It is not understood why you do not pay the men yourself, instead of requesting that some other Quartermaster be authorized to do it.

Very respectfully, &c.,
