I have the honor very respectfully to state, that the unpaid claims for the settlement of which, the accompanying "Estimate of Funds" is made, are for services rendered the Government in the "Department of Negro Affairs, Dept. Virginia," and were for the benefit of the Freedmen having no connection with the Army.
