Colonel,
I have the honor to acknowledge your telegram of this date, ordering report of rations issued in Yorktown and vicinity, and asking why my number two's (2), were dated Aug. 18th &c.
 
I respectfully call your attention to the note (Sept. 26.) accompanying the reports, in which I gave the reason for making the report at that time. I will further state, the "time roll" was reported by Lieut. Robinson, Asst. Supt. of Warwick Co. and forwarded to me Sept. 1st. I passed it over to Capt. Flagg with the request that he should report the men to Hd. Qrs. and make the regular transfer (form 53) to me, and I could take them up on my Sept. report. This he refused to do, and returned the roll to me Sept. 23rd endorsing his reason upon it, "as these men were paid by Lt. Robinson to the 15th
