Fort Monroe, Va. October 19th. 65.

Col. O. Brown
Asst. Com'r. &c. State of Virginia,
Richmond, Va.

Colonel,
I have the honor to forward to for your information the enclosed letter concerning an organized opposition to the colored people returning to their former homes to find employment. Such cases are not of infrequent occurrence, but I should not trouble you with a word about them, were it not for the discouraging effect it has on those we wish to send away.

I am Colonel
Very respectfully &c
Your obedient servant
C. B. Wilder
Capt. and A.Q.M. Supt.
