Fort Monroe Oct. 19/65

Colonel
I have the honor to report. that Dr. Powers of Yorktown called to day (as I reported by Telegraph) and said he expected his Brother & probably yourself at Yorktown sometime before the last of this month. when he would decide about the rent of his place. As I had understood he was authorised to submit a proposition. I asked for it. and he said about eight or ($1000) ten hundred dollars. including what down wood they needed for fencing & fuel. We find about six hundred persons on the Place, making about one hundred families, as they average with us. which will be all we shall need I think at Yorktown in addition to arrangements already made. The fear of revolt I can get no foundation for. not even from Dr. Powers except hearsay or from Capt. Coffin.
