I have the honor to report the following facts:  Mr. Churchill, Asst. Supt. York Co. has in his hands considerable live stock, which is only a bill of expense to the Gov't.  In looking over the returns, I find, at least, one hundred and fifty head of cattle, nearly, or quite all unproductive, - much of it natural increase since the war begun, and some Sheep and Hogs.  Under an endorsement of Gen. Howard, of the 6th. inst, and yours of the 9th inst, I felt authorized to sell produce and such stock as was clearly in our hands, and not having come under any class of persons pardoned, or having petitioned for restoration of such property, and which is a bill of expense to the Gov't, but when I find very much more than I expected, I concluded not to sell stock except at auction, and not that
