Colonel,

I have the honor to state that there are numbers who make application for lands, and pledge their word to rent, or sell, or give employment to the freedmen, and having obtained possession, refuse to keep their promises, and order all occupants of their lands to vacate forthwith, and manifest a disposition to oppress and drive off the freedmen.

I respectfully ask that future applications be granted only upon a written pledge, to rent, or sell portions of their lands, or give employment to the needy freedmen, and thus prevent so large a number, as is now threatened, being turned off upon the Gov't. for support.
