Hampton Virginia November 8th 1865

You requested me to furnish the names of parties, accusing Capt. Wilder - Agent of the Freedman's bureau at this place - of improper conduct &c. &c_ I herewith enclose to you, certificates of Mr L. Y. Winder_ Robt S. Hudgins_ Wm T. Smith and James M, Vaughan Esqrs.

Please bear in mind: that the certificate given by myself, setting forth the declarations, or evidence of Jno. Harrel, fully substantiates, the statements of Jos, Ridick, certified to, by Wm T, Smith and James M Vaughan.

Business of great importance, causes me to leave this section tomorrow morning, or I could send you other evidence, of a like nature - all showing, the outrageous conduct of Capt. Wilder_

I am informed; that notwithstanding your last order, to Capt: Wilder, through Hon. Jno Segur to which you called my attention that depredations are still being committed.

One of the parties whose name is to a certificate herein enclosed, has been pardoned by the President, and on yesterday, his case, - against his land - dismissed by Judge Underwood.

Allow me to call your attention to the petition signed by a number of citizens - of this county, in regard to Capt. Wilders course, as an official.

I trust, immediate action will be taken, in regard to this official, and the government and people, relieved of his acts.
