I have the honor to acknowledge the receipt of your Circular of the 4th and would most respectfully suggest that another should emenate from your Head Quarters urging Planters and all classes wanting help or who are willing to rent or sell lands to the Cold. people, to make it known to the Assistant Superintendents in each County.

This would greatly facilitate our work.

Now unfortunately we are nearly destitute of Assistants but hope it will not be so long.

Some time before you & Genl. Howard were here and specially since, I have sent notices & urged in every way that I could, the mutual arrangement you refer to in your Circular, and the result has been that a large number of families & individuals have been sent back to their former Counties, besides nearly one hundred for whom we have asked transportation.. The Circular says "where employment is offered on terms that will provide for the comfortable subsistence of the laborers &c" there is the trouble. Such offers seldom are made here, & we do not understand the Circular to require
