I know of no open outbreaks yet.  It is possible rough and threatening words have been spoken, which would not be unexpected in the first heat of a bitter disappointment, but the language and actions of such men as this Mr. Pepper, boasting that you approve his demagogism, is leading directly to such a result. By such means as these, he is impairing the influence and effictual working of the Bureau.

In corroboration of the foregoing, I refer you to Mr. Paine, Supt. of Schools in Hampton, and also to Mr. Manly Supt. of the Schools for the State.
