Fort Monroe Va., Jan. 28th 1866.

Respectfully returned to Col. O. Brown, Asst Com FAC, with information that Louisa Bibbs is not dependent on the Govt. for her present support. She is the wife of a soldier, whose home is in the State of Ill.. He is now sick, in Hospital at Springfield Ill., and will soon be mustered out of the service. His wife has no means, with which to pay her transportation, and is barely able to sustain herself by her labor. If the Govt. denies her this favor, they must remain separated with the prospect of our having to support her, very soon.
