Captain, 
I have the honor to report that on or about Sept 13, 1866 certain complaints were made by several Freedmen from Gaston Co against (8) Eight citizens for a gross outrage upon one Jno S Lawson - for teaching freed children. That these parties had caught the old man Lawson (white) lampblacked him, beat & kicked him outrageously and drove him out of Dallas. 

They also tore down the School house given them by a white man for such use. And the Civil Authorities were unable to arrest them. 

I took the evidence of these parties & sent it to Col Edie for instructions, who directed that an effort be made to procure their arrest by Civil Authority, & in default, that they should be arrested by Military Authority. 

I made the effort without Success, and referred the papers to Capt H M Lazelle Post Comdr with [[strikethrough]] arres [[/strikethrough]] request that he would cause the arrest & return papers with report of action.
