I understand unofficially that six of the offenders were arrested on the 29th inst and immediately released on bail given by some parties in this city.  That they have gone home and threaten to prosecute the Negro's who reported the outrage for slander, and these negros complain that they are now in more danger than before.

As the Post Commander has constituted himself Asst Supt No 2 for this district and retained all my records and evidence, and let the offenders go without notice to me, to enable me to enquire further into the offense, it will be impossible for me to make a report of the arrest and the action had thereon, for Capt Lazelle has not even informed me that he complied with my request, and arrested the parties.

I trust that the Asst Com'r will see the necessity of clothing Capt. Lazelle with authority in orders for the duties he has assumed and has for a long time held himself responsible for, or otherwise inform him in terms that he can understand that there is an officer designated to perform this duty and that his services in this capacity are unnecessary.
