Norfolk Sept 23 1865 Col. O. Brown. Supt &c Sir On my return from your City today I was very much surprised to find awaiting me the following order - a copy of which I enclose. I supposed that you wholly understood the ground. I took in reference to said Horse - 1st That Mr Parker the Agt of Mrs Petty, made a fair and just bargain with me for said House prior to the House being turned over to the Treasury Agt. And under said agreement was to occupy the same until Nov 1. That after said House [[strikethrough]] was taken by said Agt of Treasury [[/strikethrough]] was restored to Mr. Petty by your order I have and still contend that I hold the House on my agreement with Mr Parker, and wish to hold same until my time expires or until such time as I can get
