Lowell Mass May 29th, 1865

My dear Captain-
I enclose you a copy of a note which I have written to Gen'l Howard

I do not believe it is best for the interests of the negro, that the school as established near Fortress Monroe for colored children should be broken up, or essentially changed.

I trust you agree with me in my opinion, as it will be within your Department-

By retaining it as it is, you will confer an obligation which will be remembered by
