Your letter of the 22nd ult. in referance to the application of Colonel O. Brown, Asst Commissioner Bureau of Refugees, &c. and others serving under him, upon the Quarter Masters Department for supplies of Qr. masters Stores, means of transportation, buildings, storage &c. was submitted to the Secretary of War for instructions.  Whether Qr-master's stores, transportation &c. should be furnished to said Bureau upon requisitions approved by the Commissioner or Assistant Commissioners of the respective States; and also whether the issue of such supplies, and
