Your favor of the 23 is received, exceept my thanks for the kind spirit manifest therein, you will please pardon me for intruding upon your time again, but I believe it my duty to inform you of abuses practiced upon a coloured people particularly where there is no chance for redress, in and about Fredericksburgh the first NY mounted Rifles are camped & doing duty. Col. Sumner in command he has controll of the contrabands in that district of country  A coloured man had & as he says owned a very good Horse  it was taken from him he made to work policeing about the stables a few days
