I am placed now in a most peculiar and embarrassing predicament should the terms of the Lease be disregarded.  Being in command of the Marine Corps on this Station it is actually necessary for me to be on the spot; the quarters for the Marine Officers of the Station having been destroyed with the Navy Yard, the Naval Commander's appropriate house was temporarily occupied by me until the arrival of that Officer upon the reorganization of the Yard when I was necessarily compelled to surrender the same & was thus thrown, with a large family of fourteen persons, virtually into the street, & could not procure shelter in Portsmouth except where we did in the leasing of our present Quarters.  I am of the opinion, that upon a careful investigation into this particular case, the Revising person will consider my claim for the fulfillment of the terms of my Lease with the Bureau as valid - when taking into consideration my long service to the Country of 49 years the necessity of my being near to my command & the impossibility of procuring other quarters in the city at any price compared to the position of the applicant Hume - an acknowledged Rebel who only
